(Lochner), a leading provider of infrastructure planning, design, and engineering services, is expanding its operations into Knoxville, Tennessee, strengthening the firm’s presence in the eastern United States and its commitment to serving clients across the region. As part of this strategic growth, Lochner welcomes Steven Borden, PE, as Tennessee and Kentucky Area Lead. In this role, Borden will lead business development, project delivery, and operations across both states.
Based in Knoxville, Borden brings more than three decades of experience with the Tennessee Department of Transportation (TDOT), where he most recently served as Regional Director and Assistant Chief Engineer. Throughout his tenure, he directed departmental operations across a 24-county region, leading teams in highway maintenance and repair, construction engineering, traffic operations, bridge inspection, environmental planning, and more. Among his career accomplishments, Borden led the emergency response team following Hurricane Helene and contributed to award-winning projects such as SmartFIX40, which was recognized by the American Council of Engineering Companies (ACEC) and the National Partnership for Highway Quality (NPHQ) for engineering excellence and public communication.

Their combined expertise and deep understanding of Tennessee’s infrastructure landscape will further enhance Lochner’s ability to provide innovative, responsive solutions for public and private sector clients.
