NEW YORK – One year after a white New York police officer shot and killed an 18-year-old black youth, the victim’s friends and family took to the streets of the Bronx, NY over the weekend to protest police bias. A new report released today by the National Council of La Raza (NCLR) shows that Latino children are at a disadvantage when it comes to elementary school. The report shows that in 2009, only 48 percent of Latino four-year-olds attended preschool, compared to 70 percent of White and 69 percent of Black children of the same age.
